Government contractors pack
The Government contractors pack, in early access, runs federal capture in Jira, with bids, gate reviews that Jira itself enforces, SAM.gov imports and a pipeline weighted by Pwin.
Early access
This pack is in early access. It is installable and supported today, and it carries the "Early access" label in the catalogue and on its work items. We are finishing it with a design partner in early 2027, and everything you set up now carries straight into the generally available version.
Life sciences, government contractors and legal packs are early access.
Who it is for
US federal contractors running business development and capture, whether you prime or sub. The pack holds opportunity data, not technical data or personnel records.
It installs whole on every Rainbook edition, the free tier and Jira Free.
Bids and gate reviews
The pack adds a Bid work type to your CRM space:
Identified → Qualified (Gate 1) → Capture (Gate 2, bid/no-bid) → Proposal (Gate 3) → Submitted → Awarded, Lost or No bid.
Moving a bid into Qualified, Capture or Proposal needs an approved Gate review for that gate. Rainbook drafts the review summary from the bid's fields (capture strategy, price to win and win themes included), its email and its linked work, and the approvers you name in the pack settings approve it. Until they do, Rainbook doesn't offer the move, and Jira refuses it too, with "Gate review 1 must be approved first." Every bid can step back a stage without a review, and lost or no-bid bids can be reopened.
Fields
All native Jira fields: SAM.gov notice ID, Solicitation number, Agency (the bid's account), NAICS (six digits, checked as you enter it), Set-aside, Contract type, Contract vehicle, Our role (Prime, Subcontractor or JV member), Teaming partners, Pwin %, Estimated value, Proposal due, Period of performance start and end, Clearance required, Capture strategy, Price to win, Competitor assessment and Win themes, plus CAGE / UEI on accounts.
Teaming partners are accounts you pick in Rainbook, and their names are also written to a plain Jira field, so they read correctly in Jira, in exports and after an uninstall. Clearance required is the opportunity's requirement; the pack has no field about any person's clearance or citizenship.
A Contract vehicle table tracks each vehicle's agency, ceiling, expiry and your status on it.
SAM.gov opportunities
Download a Contract Opportunities CSV extract from SAM.gov and import it with Rainbook's file importer. The bundled mapping creates bids at Identified with the notice ID, NAICS, set-aside, agency and due date filled in.
An automatic SAM.gov feed, using your own SAM.gov API key, is planned with our design partner for the generally available version.
Pipeline, views and metrics
The capture pipeline weights each stage: Identified 5%, Qualified 15%, Capture 30%, Proposal 50%, Submitted at the bid's own Pwin, Awarded 100%, Lost 0%; no-bids are left out.
Saved views: Proposals due in 30 days, Bids waiting for a gate review and Open bids by set-aside.
Metrics: Weighted pipeline (estimated value × Pwin), Win rate, Bid rate (bids past Gate 2 against qualified bids), and pipeline by agency and by vehicle.
Agency health weighs the days since your last contact with the agency and bids lost in the last 12 months.
Rules
- Proposal due: the bid owner gets a reminder 7 days before the proposal is due.
- No-bid reason: a bid closed as No bid without a loss reason gets a follow-up for its owner.
Rainbook and Atlassian Government Cloud
Rainbook runs in Atlassian's commercial cloud. Atlassian Government Cloud needs at least 201 Jira users, has no Forge SQL or Object Store, and only Atlassian Support installs apps there, so a Government edition comes later.
Before you uninstall
The gate reviews use a Rainbook workflow validator on your Bid workflow. If you uninstall Rainbook, remove that validator from the three gated transitions first, so your bids can keep moving. Every bid, field and value stays in Jira either way.
Get started
Install the pack from Settings › Packs, name your gate approvers in the pack settings, and add the demo data to see bids at every stage. See Industry packs for how install, updates and removal work.
Teams that need controls beyond Jira's own permissions can add the optional Regulated pack.
